  199. fluorescent light bulbs are considered the norm.
  200. The incandescent light bulbs use more power, but
  201. they are also warmer and serve an important role
  202. inside incubators.

  205. things up and then the setting will turn it off to
  206. keep the right temperature,� explained Mireille
  207. Goguen, who works at the centre.

  209.  She said they were caught off-guard by the bulb
  210. ban and they are already running short on
  211. incandescent bulbs. Now they are asking people
  212. to donate 100-watt bulbs.
  213.  
  214.  �(We will take) as many as possible. If people
  215. have them hanging around we will take them or if
  216. they want to buy them for us it would be much
  217. appreciated,� said Goguen.
  218.  
  219.  Donations can be dropped off at the centre,
  220. which is located on Moodie Drive in the city�s
  221. west end.

  229. Wednesday to call on the San Diego City Council to
  230. abandon the plan to remove plastic bags from local
  231. stores.

  234. of the Neighborhood Market Association, held a press
  235. conference in front of Rainbow Market on Federal
  236. Boulevard in which they called the proposed ban a
  237. tax scam that will negatively impact working-class
  238. San Diegans.

  240.  �This is a terrible plan. It�s terrible because
  241. the solution is worse than the so-called problem,�
  242. said Arabo. �It�s a classic case of politicians
  243. attempting to do something for the environment,
  244. in part to appease some environmental groups,
  245. without seeing the bigger picture.�

  247.  The proposed ban would remove plastic bags from
  248. stores while imposing a paper bag tax on customers.
  249. Shoppers would be charged 10 cents for each paper
  250. bag they might need at a store.
  251.  
  252.  �This ban will have reaching ramifications. It�ll
  253. cost taxpayers � mothers, fathers and brothers �
  254. more money when they go shopping for groceries,�
  255. said Arabo.
  256.  
  257.  Though the ban is designed to reduce waste and
  258. help the environment, Arabo argued that plastic
  259. bags only make up one-third of one percent of
  260. the waste stream.
  261.  
  262.  On the other end of the plastic bag ban debate,
  263. Sherri Lightner, San Diego City Council President
  264. Pro Tem, District 1, supports the proposed ban.

  271.  The state mandates water-saving toilets and showers
  272. in all homes, but obviously didn�t think long about
  273. how to achieve that.

  275.  First the city of Chico had the ban on nuclear weapons,
  276. then wood-burning stoves, then plastic bags. Now
  277. comes a ban on high-flow toilets. And if you think
  278. the city can�t enforce that, then you haven�t met
  279. the toilet police.
  280.  
  281.  OK, so the title �Toilet Police� probably doesn�t
  282. appear on any city worker�s business card, but
  283. that�s what they are.
  284.  
  285.  But let�s not blame city building inspectors for
  286. an odd law � or even the Chico City Council. For
  287. once, this ridiculous save-the-world concept doesn�t
  288. come from the council, but rather from the busybodies
  289. in the state Legislature. They passed a law that took
  290. effect Jan. 1 that requires water-conserving plumbing
  291. fixtures on any home built before 1994.
  292.  
  293.  How will that be enforced? Well, if a property has
  294. any work done that requires a building permit from
  295. a city or county, that entity�s inspector must verify
  296. that the home has low-flow toilets, showers and faucets.
  297.  
  298.  To make it even more disturbing, the low-flow
  299. inspection doesn�t occur if you�re getting plumbing
  300. work. It occurs if you�re getting any work that requires
  301. a building permit, such as getting a new heater, new
  302. windows or converting a garage into a den. Uh, maybe.
  303.  
  304.  So under the letter of the law, if a homeowner buys
  305. a new water heater or fireplace insert for a couple
  306. hundred dollars, he or she might spend considerably
  307. more than that converting all toilets, faucets and
  308. showerheads to low-flow devices.
  309.  
  310.  City and county building inspectors don�t want to be
  311. toilet police. We can�t imagine them wanting to spend
  312. time checking a person�s toilet when they�re there
  313. to check an air conditioner. They�re taking a loose
  314. interpretation of the law for now, and won�t inspect
  315. toilets during projects like repairs and maintenance
  316. that don�t involve plumbing.
  317.  
  318.  But there�s no guarantee the state, which passed
  319. the law, won�t require cities and counties to enforce
  320. a strict interpretation.
  321.  
  322.  With all the uncertainty, it entices a homeowner to
  323. ignore the government requirement to get a building
  324. permit for minor home improvement projects.
  325.  
  326.  Governments should be concerned if fewer people take
  327. out building permits. It means less revenue for
  328. cash-strapped local governments.
  329.  
  330.  The building industry is concerned that residents
  331. may put off rebuilding and home improvement projects
  332. because they would include this unwanted expense.
  333. With the building industry and contractors finally
  334. showing signs of recovery from the recession, we
  335. don�t want to see new obstacles.
  336.  
  337.  Once again the state passes a goofy law without
  338. thinking about the consequences, since somebody else
  339. has to enforce it. The city and county building
  340. departments urge residents not to be scared off by
  341. the new laws, to call and ask questions. It seems
  342. they are like the rest of us, trying to figure out
  343. how long they can ignore the fools in Sacramento
  344. before they get caught.

  350. Home Energy Scoring Tool - is like a vehicle�s

  353. to other homes nationwide. It also provides homeowners
  354. with suggestions (or mandates, in the near future)
  355. for �improving their homes� efficiency.�

  357.  The software is part of the government�s effort
  358. to reduce the nation�s energy consumption; but it�s
  359. also billed as a way to keep home-retrofitting going,
  360. at a time when stimulus funds for weather-proofing
  361. have run out - you see, the federated fascists care
  362. more about spying on our energy consumption rather
  363. than providing weather-proof options for our homes.

  376. fathers fought against. Straight from the UN Agenda
  377. 21�s playbook, SB1 will give power to a county to
  378. form a �Sustainable Communities Investment Authority�
  379. (SCIA). These Authorities have the power of eminent
  380. domain and can confiscate private property to build
  381. �sustainable communities.� The bill essentially paves
  382. the way for the loss of any true private property in
  383. California, resulting in the loss of freedom and
  384. driving down home values. If the Senate passes the
  385. modified bill, only Governor Jerry Brown (D � CA)
  386. will stand in its way of becoming law.
  387.  
  388.  This means that city and county governments can
  389. create unelected bureaucracies with the power to do
  390. what�s necessary to create �sustainable communities.�
  391. It also means that the definition of �blight� will
  392. change from the original definition of abandoned
  393. and decaying buildings on residential lots to a
  394. much wider definition including anything the
  395. bureaucracies need to create sustainable communities.

  397.  Not only would the government be able to use eminent
  398. domain to procure land for public transportation,
  399. it could take private homes within half a mile of
  400. that public transportation in the name of creating
  401. a sustainable community. A private home is not
  402. really private if it could be taken at any time
  403. to create low income, low energy housing.

  405.  According to Lawrence J. McQuillan, �each Authority
  406. will be granted powers to build �Sustainable Communities�
  407. means jamming people into dense, urban centers using
  408. high-density residential housing and high-intensity
  409. retail and commercial buildings near mass transit
  410. corridors. To that end, SB 1 will grant each
  411. Authority unprecedented powers.�
  412.  
  413.  Eminent domain has gradually grown to be one of the
  414. most oppressive government policies. Since the
  415. SCOTUS� decision in Kelo v. City of New London,
  416. eminent domain continues to be the enemy of property
  417. owners. Homeowners have lost their homes to private
  418. development projects. People have been paid less for
  419. their land than they originally paid for it. Businesses
  420. have even been forced to sell their buildings to
  421. corporations. It has become perhaps the most clearly
  422. identifiable example of crony capitalism and corruption
  423. in the country. The government has failed to protect
  424. citizen�s natural rights: protecting life, liberty,
  425. and property.

  427.  In 2011, citizens voiced outrage over the ideas
  428. presented by activists, environmentalists and
  429. private developers. Property owners are worried
  430. that Senate Bill 1 will pass and the threat of
  431. increased taxes and possible property confiscation

  449.  History is in the making today as the Obama regime
  450. has announced, for the first time ever, new regulations
  451. for medium- and heavy-duty trucks regarding both fuel
  452. economy requirements and emissions standards.

  454.  The new standards are the result of a mandate first
  455. set in motion in 2007 by Congress, and later by an
  456. Executive Order issued by President Obama in May of
  457. last year. The regulations will apply to medium and
  458. heavy-duty trucks built in 2014 through 2018, aimed
  459. at reducing annual national fuel consumption by 530
  460. million barrels.
  461.  
  462.  The new regulations will be aimed at one of three
  463. specific subsets of trucks: combination tractors
  464. (commonly referred to as semi-trucks), heavy-duty
  465. pickup trucks and vans and vocational vehicles.
  466.  
  467.  Each category will have its own regulations, but
  468. the end goal is to reduce fuel consumption by as
  469. much as 20 percent by 2018, which is the case for
  470. semi-trucks.

  472.  The category that will affect more than just freight
  473. companies and large business owners, heavy-duty trucks
  474. and vans, will require about a 15 percent improvement
  475. in required fuel economy, although standards will be
  476. unique based on fuel type.

  510. Obama Admitted Plan Would Raise Electricity Rates

  512.  There is some evidence that President Obama has a
  513. deliberate strategy of increasing electricity rates and
  514. destroying the coal industry.

  516.  �Under my plan of a cap-and-trade system, electricity
  517. rates would necessarily skyrocket,� Obama told the editorial
  518. board of The San Francisco Chronicle in 2008. �Even
  519. regardless of what I say about whether coal is good or
  520. bad. Because I�m capping greenhouse gases, coal power
  521. plants, you know, natural gas, you name it � whatever
  522. the plants were, whatever the industry was, they would
  523. have to, retrofit their operations. That will cost money.
  524. They will pass that money on to consumers.�
  525.  
  526.  �So if somebody wants to build a coal-powered plant,
  527. they can; it�s just that it will bankrupt them,� Obama
  528. said, �because they�re going to be charged a huge sum for
  529. all that greenhouse gas that�s being emitted.�

  531.  Obama�s prediction about coal plants have been proven
  532. true. As Off The Grid News previously reported, in October
  533. 2013, FirstEnergy Corp announced that it would shut down
  534. two coal-fired powered plants in Pennsylvania because it
  535. said the cost of complying with EPA regulations was too high.

  537.  Reuters estimated that coal-burning power plants capable
  538. of generating 15,000 megawatts of electricity have shut

  672.  The Chinese greenlit 100 million metric tons of new
  673. coal production capacity last year as part of the
  674. government�s plan to bring 860 million metric tons
  675. of coal production online by 2015.

  677.  The US coal industry, however, says CCS is not yet
  678. proven technology as there are no commercial-scale
  679. coal plants in the country that uses the technology.
  680. In fact, when the Environmental Protection Agency
  681. wrote its rule limiting coal plant emissions it only
  682. cited CCS projects that were government funded and
  683. not in operation.

  685.  �It is disingenuous to state that the technology is
  686. �ready,�� said Charles McConnell, former assistant
  687. secretary of energy in Obama. �Studies have verified
  688. that implementation of [CSS] technology is necessary
  689. to comply with EPA�s proposed [EPA carbon-emissions
  690. limits] regulation and meet the [greenhouse gas]
  691. targets necessary for limiting CO2 emissions to our
  692. atmosphere.�

  1101.  The Bureau of Land Management says its 200-man armed
  1102. siege of the Cliven Bundy ranch in Nevada is all about
  1103. protecting an �endangered tortoise.� But a Natural News
  1104. investigation has found that BLM is actually in the
  1105. business of raking in millions of dollars by leasing
  1106. Nevada lands to energy companies that engage in fracking
  1107. operations.

  1109.  This document from the Nevada Bureau of Mines and Geology
  1110. shows significant exploratory drilling being conducted
  1111. in precisely the same area where the Bundy family has
  1112. been running cattle since the 1870�s. The �Gold Butte�
  1113. area is indicated on the lower right corner of the
  1114. document (see below), and it clearly shows numerous
  1115. exploratory drilling operations have been conducted
  1116. there.

  1120.  The way this works, of course, is that BLM runs land
  1121. theft operations by claiming they are �managing� the
  1122. land and thereby kicking everyone else off it. They
  1123. then invoke a reptile, an owl, a bird, a snake or
  1124. some other animal which they claim to be �saving,�
  1125. even while they are stealing and destroying hundreds
  1126. of cattle belonging to a private rancher trying to
  1127. make an honest living in a nation where productive
  1128. Americans are increasingly branded �enemies of the
  1129. state.�

  1131.  Once control of the land is established via court
  1132. order or by bringing armed men with automatic weapons,
  1133. BLM then turns around and leases the land to fracking
  1134. companies who proceed to exploit the land using
  1135. hydraulic fracturing techniques that inject toxic
  1136. chemicals into groundwater supplies (and have been
  1137. linked to earthquakes). The money collected by the
  1138. BLM is then used to increase BLM salaries and bonuses.
