  176.  In Canada, the more energy-efficient compact
  177. fluorescent light bulbs are considered the norm.
  178. The incandescent light bulbs use more power, but
  179. they are also warmer and serve an important role
  180. inside incubators.

  182.  �As the light bulb is on, it will obviously warm
  183. things up and then the setting will turn it off to
  184. keep the right temperature,� explained Mireille
  185. Goguen, who works at the centre.
  186.  
  187.  She said they were caught off-guard by the bulb
  188. ban and they are already running short on
  189. incandescent bulbs. Now they are asking people
  190. to donate 100-watt bulbs.
  191.  
  192.  �(We will take) as many as possible. If people
  193. have them hanging around we will take them or if
  194. they want to buy them for us it would be much
  195. appreciated,� said Goguen.

  197.  Donations can be dropped off at the centre,
  198. which is located on Moodie Drive in the city�s

  207. Wednesday to call on the San Diego City Council to
  208. abandon the plan to remove plastic bags from local

  212. of the Neighborhood Market Association, held a press
  213. conference in front of Rainbow Market on Federal
  214. Boulevard in which they called the proposed ban a
  215. tax scam that will negatively impact working-class
  216. San Diegans.

  218.  �This is a terrible plan. It�s terrible because
  219. the solution is worse than the so-called problem,�
  220. said Arabo. �It�s a classic case of politicians
  221. attempting to do something for the environment,
  222. in part to appease some environmental groups,
  223. without seeing the bigger picture.�
  224.  
  225.  The proposed ban would remove plastic bags from
  226. stores while imposing a paper bag tax on customers.
  227. Shoppers would be charged 10 cents for each paper
  228. bag they might need at a store.
  229.  
  230.  �This ban will have reaching ramifications. It�ll
  231. cost taxpayers � mothers, fathers and brothers �
  232. more money when they go shopping for groceries,�
  233. said Arabo.
  234.  
  235.  Though the ban is designed to reduce waste and
  236. help the environment, Arabo argued that plastic
  237. bags only make up one-third of one percent of
  238. the waste stream.
  239.  
  240.  On the other end of the plastic bag ban debate,
  241. Sherri Lightner, San Diego City Council President
  242. Pro Tem, District 1, supports the proposed ban.

  249.  The state mandates water-saving toilets and showers
  250. in all homes, but obviously didn�t think long about
  251. how to achieve that.

  253.  First the city of Chico had the ban on nuclear weapons,
  254. then wood-burning stoves, then plastic bags. Now
  255. comes a ban on high-flow toilets. And if you think
  256. the city can�t enforce that, then you haven�t met
  257. the toilet police.
  258.  
  259.  OK, so the title �Toilet Police� probably doesn�t
  260. appear on any city worker�s business card, but
  261. that�s what they are.
  262.  
  263.  But let�s not blame city building inspectors for
  264. an odd law � or even the Chico City Council. For
  265. once, this ridiculous save-the-world concept doesn�t
  266. come from the council, but rather from the busybodies
  267. in the state Legislature. They passed a law that took
  268. effect Jan. 1 that requires water-conserving plumbing
  269. fixtures on any home built before 1994.
  270.  
  271.  How will that be enforced? Well, if a property has
  272. any work done that requires a building permit from
  273. a city or county, that entity�s inspector must verify
  274. that the home has low-flow toilets, showers and faucets.
  275.  
  276.  To make it even more disturbing, the low-flow
  277. inspection doesn�t occur if you�re getting plumbing
  278. work. It occurs if you�re getting any work that requires
  279. a building permit, such as getting a new heater, new
  280. windows or converting a garage into a den. Uh, maybe.
  281.  
  282.  So under the letter of the law, if a homeowner buys
  283. a new water heater or fireplace insert for a couple
  284. hundred dollars, he or she might spend considerably
  285. more than that converting all toilets, faucets and
  286. showerheads to low-flow devices.
  287.  
  288.  City and county building inspectors don�t want to be
  289. toilet police. We can�t imagine them wanting to spend
  290. time checking a person�s toilet when they�re there
  291. to check an air conditioner. They�re taking a loose
  292. interpretation of the law for now, and won�t inspect
  293. toilets during projects like repairs and maintenance
  294. that don�t involve plumbing.
  295.  
  296.  But there�s no guarantee the state, which passed
  297. the law, won�t require cities and counties to enforce
  298. a strict interpretation.
  299.  
  300.  With all the uncertainty, it entices a homeowner to
  301. ignore the government requirement to get a building
  302. permit for minor home improvement projects.
  303.  
  304.  Governments should be concerned if fewer people take
  305. out building permits. It means less revenue for
  306. cash-strapped local governments.
  307.  
  308.  The building industry is concerned that residents
  309. may put off rebuilding and home improvement projects
  310. because they would include this unwanted expense.
  311. With the building industry and contractors finally
  312. showing signs of recovery from the recession, we
  313. don�t want to see new obstacles.
  314.  
  315.  Once again the state passes a goofy law without
  316. thinking about the consequences, since somebody else
  317. has to enforce it. The city and county building
  318. departments urge residents not to be scared off by
  319. the new laws, to call and ask questions. It seems
  320. they are like the rest of us, trying to figure out
  321. how long they can ignore the fools in Sacramento
  322. before they get caught.

  325. (35) DOE Eco-fascists Roll Out Household Spy Grid

  327.  DOE says its energy-scoring spyware - called the
  328. Home Energy Scoring Tool - is like a vehicle�s
  329. mile-per-gallon rating because it allows government
  330. to compare the energy performance of individual homes
  331. to other homes nationwide. It also provides homeowners
  332. with suggestions (or mandates, in the near future)
  333. for �improving their homes� efficiency.�

  335.  The software is part of the government�s effort
  336. to reduce the nation�s energy consumption; but it�s
  337. also billed as a way to keep home-retrofitting going,
  338. at a time when stimulus funds for weather-proofing
  339. have run out - you see, the federated fascists care
  340. more about spying on our energy consumption rather
  341. than providing weather-proof options for our homes.

  349. Plan to Bulldoze Households for Corporate Projects

  354. fathers fought against. Straight from the UN Agenda
  355. 21�s playbook, SB1 will give power to a county to
  356. form a �Sustainable Communities Investment Authority�
  357. (SCIA). These Authorities have the power of eminent
  358. domain and can confiscate private property to build
  359. �sustainable communities.� The bill essentially paves
  360. the way for the loss of any true private property in
  361. California, resulting in the loss of freedom and
  362. driving down home values. If the Senate passes the
  363. modified bill, only Governor Jerry Brown (D � CA)
  364. will stand in its way of becoming law.
  365.  
  366.  This means that city and county governments can
  367. create unelected bureaucracies with the power to do
  368. what�s necessary to create �sustainable communities.�
  369. It also means that the definition of �blight� will
  370. change from the original definition of abandoned
  371. and decaying buildings on residential lots to a
  372. much wider definition including anything the
  373. bureaucracies need to create sustainable communities.
  374.  
  375.  Not only would the government be able to use eminent
  376. domain to procure land for public transportation,
  377. it could take private homes within half a mile of
  378. that public transportation in the name of creating
  379. a sustainable community. A private home is not
  380. really private if it could be taken at any time
  381. to create low income, low energy housing.
  382.  
  383.  According to Lawrence J. McQuillan, �each Authority
  384. will be granted powers to build �Sustainable Communities�
  385. means jamming people into dense, urban centers using
  386. high-density residential housing and high-intensity
  387. retail and commercial buildings near mass transit
  388. corridors. To that end, SB 1 will grant each
  389. Authority unprecedented powers.�
  390.  
  391.  Eminent domain has gradually grown to be one of the
  392. most oppressive government policies. Since the
  393. SCOTUS� decision in Kelo v. City of New London,
  394. eminent domain continues to be the enemy of property
  395. owners. Homeowners have lost their homes to private
  396. development projects. People have been paid less for
  397. their land than they originally paid for it. Businesses
  398. have even been forced to sell their buildings to
  399. corporations. It has become perhaps the most clearly
  400. identifiable example of crony capitalism and corruption
  401. in the country. The government has failed to protect
  402. citizen�s natural rights: protecting life, liberty,
  403. and property.

  405.  In 2011, citizens voiced outrage over the ideas
  406. presented by activists, environmentalists and
  407. private developers. Property owners are worried
  408. that Senate Bill 1 will pass and the threat of
  409. increased taxes and possible property confiscation
  410. will become a reality in California.

  427.  History is in the making today as the Obama regime
  428. has announced, for the first time ever, new regulations
  429. for medium- and heavy-duty trucks regarding both fuel
  430. economy requirements and emissions standards.
  431.  
  432.  The new standards are the result of a mandate first
  433. set in motion in 2007 by Congress, and later by an
  434. Executive Order issued by President Obama in May of
  435. last year. The regulations will apply to medium and
  436. heavy-duty trucks built in 2014 through 2018, aimed
  437. at reducing annual national fuel consumption by 530
  438. million barrels.
  439.  
  440.  The new regulations will be aimed at one of three
  441. specific subsets of trucks: combination tractors
  442. (commonly referred to as semi-trucks), heavy-duty
  443. pickup trucks and vans and vocational vehicles.
  444.  
  445.  Each category will have its own regulations, but
  446. the end goal is to reduce fuel consumption by as
  447. much as 20 percent by 2018, which is the case for
  448. semi-trucks.
  449.  
  450.  The category that will affect more than just freight
  451. companies and large business owners, heavy-duty trucks
  452. and vans, will require about a 15 percent improvement
  453. in required fuel economy, although standards will be
  454. unique based on fuel type.

  456.  Vocational trucks, or delivery trucks, garbage trucks
  457. and buses, will be mandated to reduce fuel consumption
  458. by about 10 percent by 2018.

  476.  If that wasn�t bad enough, some observers think the
  477. regulations could double electricity rates for average
  478. households. The rates would increase because utilities
  479. would have to pass the cost onto ratepayers of replacing
  480. coal burning power plants or modernizing them to comply
  481. with the regulations.

  483.  The EPA rules � Carbon Pollution Standards for New Power
  484. Plants � are part of Obama�s plan to reduce greenhouse
  485. gas emissions which the agency says contribute to global
  486. warming.

  488. Obama Admitted Plan Would Raise Electricity Rates
  489.  
  490.  There is some evidence that President Obama has a
  491. deliberate strategy of increasing electricity rates and
  492. destroying the coal industry.
  493.  
  494.  �Under my plan of a cap-and-trade system, electricity
  495. rates would necessarily skyrocket,� Obama told the editorial
  496. board of The San Francisco Chronicle in 2008. �Even
  497. regardless of what I say about whether coal is good or
  498. bad. Because I�m capping greenhouse gases, coal power
  499. plants, you know, natural gas, you name it � whatever
  500. the plants were, whatever the industry was, they would
  501. have to, retrofit their operations. That will cost money.
  502. They will pass that money on to consumers.�
  503.  
  504.  �So if somebody wants to build a coal-powered plant,
  505. they can; it�s just that it will bankrupt them,� Obama
  506. said, �because they�re going to be charged a huge sum for
  507. all that greenhouse gas that�s being emitted.�
  508.  
  509.  Obama�s prediction about coal plants have been proven
  510. true. As Off The Grid News previously reported, in October
  511. 2013, FirstEnergy Corp announced that it would shut down
  512. two coal-fired powered plants in Pennsylvania because it
  513. said the cost of complying with EPA regulations was too high.
  514.  
  515.  Reuters estimated that coal-burning power plants capable
  516. of generating 15,000 megawatts of electricity have shut
  517. down since Obama took office in 2009. The news service
  518. also estimates that power plants that generate around
  519. 37,000 megawatts of power will close in the next 10
  520. years. One megawatt can provide electricity to up to
  521. about 1,000 homes.

  523. Awfully Expensive Electricity
  524.  
  525.  Those plants will be closing at a time when demand for
  526. electricity is increasing. That will force utilities to
  527. build power plants that burn other fuels such as natural
  528. gas. It will add additional cost to electricity rates at
  529. a time when the rates are already going up dramatically.
  530.  
  531.  �It could get awfully expensive,� Daniel Simmons of the
  532. Institute for Energy Research told World Net Daily. �Some
  533. people might see their electricity rates double. If there�s
  534. no backup power plants, that means electricity is going to
  535. get awfully expensive when you have shortages around the
  536. country.
  537.  
  538. Another Obama Plan To Raise Your Electric Bill
  539.  
  540.  �We�re talking about dramatically increasing the cost of
  541. electricity all to reduce carbon dioxide emissions. I
  542. think that is the real goal,� Simmons said.
  543.  
  544.  Another Obama administration plan to reduce greenhouse
  545. emissions, Carbon Capture and Sequestration, or CSS technology,
  546. could raise electricity costs even more, Simmons predicted.
  547. He noted that a an experimental CSS power plant in the
  548. United States will cost an estimated $4.3 billion to build
  549. and the EPA doesn�t know if the technology would work.

  592. carbon dioxide emissions limits for new coal plants
  593. which would effectively ban coal power. That is,
  594. unless they use commercially unproven carbon capture
  595. and storage (CCS) technologies. Tighter emission
  596. controls for coal plants are part of Obama�s plan
  597. to fight global warming.

  599.  Critics of the administration argue that banning
  600. coal plants won�t curb global warming because
  601. developing countries continue to build coal plants,
  602. frustrating US efforts to lower global carbon emissions.
  603. Obama conceded that fact, but argued that limiting
  604. emissions here will only help the US because other
  605. countries will come to us for the technology once
  606. we�ve developed it.

  608.  �And so if we can figure out a carbon-capture mechanism
  609. that is sufficiently advanced and works, then we are
  610. helping ourselves, because the Chinese and the Indians
  611. are going to build some coal plants, and even if we
  612. don�t build another coal plant in this country, there
  613. are going to be a lot of coal plants around the world
  614. that are built,� Obama told the New Yorker.

  617. out how we can help them do it more cleanly,� he added.

  619.  Obama hopes that by requiring new US coal plants to
  620. use CCS technologies, the country could become a world
  621. leader and export the technology abroad when other
  622. nations can afford it. If the US doesn�t lead, Obama
  623. argues, other countries will not follow.

  625.  �And it�s not sufficient for us to just tell them to
  626. stop,� Obama said. �We�re going to have to give them
  627. some help. We�re going to have to take some of our
  628. research and development on things like clean-coal
  629. technology and be able to export it to them or license
  630. it to them� There�s going to be a process where we
  631. help them leapfrog some of the development stages
  632. that we went through.�

  635. action plan here. It�s not because I�m ignorant of the
  636. fact that these emerging countries are going to be a

  638. it�s very hard for me to get in that conversation if

  640. to say, �Well, since the Chinese and the Indians are
  641. the bigger problem, we might as well not even bother.��

  644. ramp up their coal use dramatically. The World Resource
  645. Institute reports that 76 percent of the proposed
  646. coal-fired capacity is in India and China � nearly
  647. 1,200 coal plants have been proposed globally, totaling
  648. more than 1.4 million megawatts of power.

  650.  The Chinese greenlit 100 million metric tons of new
  651. coal production capacity last year as part of the
  652. government�s plan to bring 860 million metric tons
  653. of coal production online by 2015.

  655.  The US coal industry, however, says CCS is not yet
  656. proven technology as there are no commercial-scale
  657. coal plants in the country that uses the technology.
  658. In fact, when the Environmental Protection Agency
  659. wrote its rule limiting coal plant emissions it only
  660. cited CCS projects that were government funded and
  661. not in operation.

  663.  �It is disingenuous to state that the technology is
  664. �ready,�� said Charles McConnell, former assistant
  665. secretary of energy in Obama. �Studies have verified
  666. that implementation of [CSS] technology is necessary
  667. to comply with EPA�s proposed [EPA carbon-emissions
  668. limits] regulation and meet the [greenhouse gas]
  669. targets necessary for limiting CO2 emissions to our
  670. atmosphere.�

  841. No one in PG&E/ SCE/ SDG&E areas of California have
  842. been disconnected solely for refusal to pay �opt out�

  844. disconnect warnings and deducting the fees from their
  845. bill every month.  Why are utilities going to such
  846. lengths to silence critics of their smart meter
  847. policies?�

  849.  So-called �smart� meters are not UL approved and have
  850. never been safety-tested.  But according to grid
  851. engineering firms such as Raab Associates they are
  852. part of a technology roadmap which includes �mining
  853. data for intel� purposes, and �data mining and
  854. analytics� becoming core competency. What�s perhaps
  855. even more troubling is the connection between �smart�
  856. meters and military R&D funding.

  859. realizing that, yes, our government is so corrupt,
  860. they would actually do deploy such technology upon
