  165. fluorescent light bulbs are considered the norm.
  166. The incandescent light bulbs use more power, but
  167. they are also warmer and serve an important role
  168. inside incubators.

  170.  �As the light bulb is on, it will obviously warm
  171. things up and then the setting will turn it off to
  172. keep the right temperature,� explained Mireille
  173. Goguen, who works at the centre.
  174.  
  175.  She said they were caught off-guard by the bulb
  176. ban and they are already running short on
  177. incandescent bulbs. Now they are asking people
  178. to donate 100-watt bulbs.
  179.  
  180.  �(We will take) as many as possible. If people
  181. have them hanging around we will take them or if
  182. they want to buy them for us it would be much
  183. appreciated,� said Goguen.
  184.  
  185.  Donations can be dropped off at the centre,
  186. which is located on Moodie Drive in the city�s
  187. west end.

  195. Wednesday to call on the San Diego City Council to
  196. abandon the plan to remove plastic bags from local

  200. of the Neighborhood Market Association, held a press
  201. conference in front of Rainbow Market on Federal
  202. Boulevard in which they called the proposed ban a
  203. tax scam that will negatively impact working-class
  204. San Diegans.

  206.  �This is a terrible plan. It�s terrible because
  207. the solution is worse than the so-called problem,�
  208. said Arabo. �It�s a classic case of politicians
  209. attempting to do something for the environment,
  210. in part to appease some environmental groups,
  211. without seeing the bigger picture.�
  212.  
  213.  The proposed ban would remove plastic bags from
  214. stores while imposing a paper bag tax on customers.
  215. Shoppers would be charged 10 cents for each paper
  216. bag they might need at a store.
  217.  
  218.  �This ban will have reaching ramifications. It�ll
  219. cost taxpayers � mothers, fathers and brothers �
  220. more money when they go shopping for groceries,�
  221. said Arabo.
  222.  
  223.  Though the ban is designed to reduce waste and
  224. help the environment, Arabo argued that plastic
  225. bags only make up one-third of one percent of
  226. the waste stream.
  227.  
  228.  On the other end of the plastic bag ban debate,
  229. Sherri Lightner, San Diego City Council President
  230. Pro Tem, District 1, supports the proposed ban.

  237.  The state mandates water-saving toilets and showers
  238. in all homes, but obviously didn�t think long about
  239. how to achieve that.

  241.  First the city of Chico had the ban on nuclear weapons,
  242. then wood-burning stoves, then plastic bags. Now
  243. comes a ban on high-flow toilets. And if you think
  244. the city can�t enforce that, then you haven�t met
  245. the toilet police.
  246.  
  247.  OK, so the title �Toilet Police� probably doesn�t
  248. appear on any city worker�s business card, but
  249. that�s what they are.
  250.  
  251.  But let�s not blame city building inspectors for
  252. an odd law � or even the Chico City Council. For
  253. once, this ridiculous save-the-world concept doesn�t
  254. come from the council, but rather from the busybodies
  255. in the state Legislature. They passed a law that took
  256. effect Jan. 1 that requires water-conserving plumbing
  257. fixtures on any home built before 1994.
  258.  
  259.  How will that be enforced? Well, if a property has
  260. any work done that requires a building permit from
  261. a city or county, that entity�s inspector must verify
  262. that the home has low-flow toilets, showers and faucets.
  263.  
  264.  To make it even more disturbing, the low-flow
  265. inspection doesn�t occur if you�re getting plumbing
  266. work. It occurs if you�re getting any work that requires
  267. a building permit, such as getting a new heater, new
  268. windows or converting a garage into a den. Uh, maybe.
  269.  
  270.  So under the letter of the law, if a homeowner buys
  271. a new water heater or fireplace insert for a couple
  272. hundred dollars, he or she might spend considerably
  273. more than that converting all toilets, faucets and
  274. showerheads to low-flow devices.
  275.  
  276.  City and county building inspectors don�t want to be
  277. toilet police. We can�t imagine them wanting to spend
  278. time checking a person�s toilet when they�re there
  279. to check an air conditioner. They�re taking a loose
  280. interpretation of the law for now, and won�t inspect
  281. toilets during projects like repairs and maintenance
  282. that don�t involve plumbing.
  283.  
  284.  But there�s no guarantee the state, which passed
  285. the law, won�t require cities and counties to enforce
  286. a strict interpretation.
  287.  
  288.  With all the uncertainty, it entices a homeowner to
  289. ignore the government requirement to get a building
  290. permit for minor home improvement projects.
  291.  
  292.  Governments should be concerned if fewer people take
  293. out building permits. It means less revenue for
  294. cash-strapped local governments.
  295.  
  296.  The building industry is concerned that residents
  297. may put off rebuilding and home improvement projects
  298. because they would include this unwanted expense.
  299. With the building industry and contractors finally
  300. showing signs of recovery from the recession, we
  301. don�t want to see new obstacles.
  302.  
  303.  Once again the state passes a goofy law without
  304. thinking about the consequences, since somebody else
  305. has to enforce it. The city and county building
  306. departments urge residents not to be scared off by
  307. the new laws, to call and ask questions. It seems
  308. they are like the rest of us, trying to figure out
  309. how long they can ignore the fools in Sacramento
  310. before they get caught.

  313. (34) DOE Eco-fascists Roll Out Household Spy Grid

  315.  DOE says its energy-scoring spyware - called the
  316. Home Energy Scoring Tool - is like a vehicle�s
  317. mile-per-gallon rating because it allows government
  318. to compare the energy performance of individual homes
  319. to other homes nationwide. It also provides homeowners
  320. with suggestions (or mandates, in the near future)
  321. for �improving their homes� efficiency.�
  322.  
  323.  The software is part of the government�s effort
  324. to reduce the nation�s energy consumption; but it�s
  325. also billed as a way to keep home-retrofitting going,
  326. at a time when stimulus funds for weather-proofing
  327. have run out - you see, the federated fascists care
  328. more about spying on our energy consumption rather
  329. than providing weather-proof options for our homes.

  337. Plan to Bulldoze Households for Corporate Projects

  342. fathers fought against. Straight from the UN Agenda
  343. 21�s playbook, SB1 will give power to a county to
  344. form a �Sustainable Communities Investment Authority�
  345. (SCIA). These Authorities have the power of eminent
  346. domain and can confiscate private property to build
  347. �sustainable communities.� The bill essentially paves
  348. the way for the loss of any true private property in
  349. California, resulting in the loss of freedom and
  350. driving down home values. If the Senate passes the
  351. modified bill, only Governor Jerry Brown (D � CA)
  352. will stand in its way of becoming law.
  353.  
  354.  This means that city and county governments can
  355. create unelected bureaucracies with the power to do
  356. what�s necessary to create �sustainable communities.�
  357. It also means that the definition of �blight� will
  358. change from the original definition of abandoned
  359. and decaying buildings on residential lots to a
  360. much wider definition including anything the
  361. bureaucracies need to create sustainable communities.
  362.  
  363.  Not only would the government be able to use eminent
  364. domain to procure land for public transportation,
  365. it could take private homes within half a mile of
  366. that public transportation in the name of creating
  367. a sustainable community. A private home is not
  368. really private if it could be taken at any time
  369. to create low income, low energy housing.
  370.  
  371.  According to Lawrence J. McQuillan, �each Authority
  372. will be granted powers to build �Sustainable Communities�
  373. means jamming people into dense, urban centers using
  374. high-density residential housing and high-intensity
  375. retail and commercial buildings near mass transit
  376. corridors. To that end, SB 1 will grant each
  377. Authority unprecedented powers.�
  378.  
  379.  Eminent domain has gradually grown to be one of the
  380. most oppressive government policies. Since the
  381. SCOTUS� decision in Kelo v. City of New London,
  382. eminent domain continues to be the enemy of property
  383. owners. Homeowners have lost their homes to private
  384. development projects. People have been paid less for
  385. their land than they originally paid for it. Businesses
  386. have even been forced to sell their buildings to
  387. corporations. It has become perhaps the most clearly
  388. identifiable example of crony capitalism and corruption
  389. in the country. The government has failed to protect
  390. citizen�s natural rights: protecting life, liberty,
  391. and property.

  393.  In 2011, citizens voiced outrage over the ideas
  394. presented by activists, environmentalists and
  395. private developers. Property owners are worried
  396. that Senate Bill 1 will pass and the threat of
  397. increased taxes and possible property confiscation

  415.  History is in the making today as the Obama regime
  416. has announced, for the first time ever, new regulations
  417. for medium- and heavy-duty trucks regarding both fuel
  418. economy requirements and emissions standards.
  419.  
  420.  The new standards are the result of a mandate first
  421. set in motion in 2007 by Congress, and later by an
  422. Executive Order issued by President Obama in May of
  423. last year. The regulations will apply to medium and
  424. heavy-duty trucks built in 2014 through 2018, aimed
  425. at reducing annual national fuel consumption by 530
  426. million barrels.
  427.  
  428.  The new regulations will be aimed at one of three
  429. specific subsets of trucks: combination tractors
  430. (commonly referred to as semi-trucks), heavy-duty
  431. pickup trucks and vans and vocational vehicles.
  432.  
  433.  Each category will have its own regulations, but
  434. the end goal is to reduce fuel consumption by as
  435. much as 20 percent by 2018, which is the case for
  436. semi-trucks.
  437.  
  438.  The category that will affect more than just freight
  439. companies and large business owners, heavy-duty trucks
  440. and vans, will require about a 15 percent improvement
  441. in required fuel economy, although standards will be
  442. unique based on fuel type.

  444.  Vocational trucks, or delivery trucks, garbage trucks
  445. and buses, will be mandated to reduce fuel consumption
  446. by about 10 percent by 2018.

  460.  At issue are EPA restrictions on emissions that would
  461. close hundreds of coal-burning power plants which
  462. represent around 40 percent of the nation�s electricity.

  464.  If that wasn�t bad enough, some observers think the
  465. regulations could double electricity rates for average
  466. households. The rates would increase because utilities
  467. would have to pass the cost onto ratepayers of replacing
  468. coal burning power plants or modernizing them to comply
  469. with the regulations.
  470.  
  471.  The EPA rules � Carbon Pollution Standards for New Power
  472. Plants � are part of Obama�s plan to reduce greenhouse
  473. gas emissions which the agency says contribute to global
  474. warming.
  475.  
  476. Obama Admitted Plan Would Raise Electricity Rates
  477.  
  478.  There is some evidence that President Obama has a
  479. deliberate strategy of increasing electricity rates and
  480. destroying the coal industry.
  481.  
  482.  �Under my plan of a cap-and-trade system, electricity
  483. rates would necessarily skyrocket,� Obama told the editorial
  484. board of The San Francisco Chronicle in 2008. �Even
  485. regardless of what I say about whether coal is good or
  486. bad. Because I�m capping greenhouse gases, coal power
  487. plants, you know, natural gas, you name it � whatever
  488. the plants were, whatever the industry was, they would
  489. have to, retrofit their operations. That will cost money.
  490. They will pass that money on to consumers.�
  491.  
  492.  �So if somebody wants to build a coal-powered plant,
  493. they can; it�s just that it will bankrupt them,� Obama
  494. said, �because they�re going to be charged a huge sum for
  495. all that greenhouse gas that�s being emitted.�
  496.  
  497.  Obama�s prediction about coal plants have been proven
  498. true. As Off The Grid News previously reported, in October
  499. 2013, FirstEnergy Corp announced that it would shut down
  500. two coal-fired powered plants in Pennsylvania because it
  501. said the cost of complying with EPA regulations was too high.
  502.  
  503.  Reuters estimated that coal-burning power plants capable
  504. of generating 15,000 megawatts of electricity have shut
  505. down since Obama took office in 2009. The news service
  506. also estimates that power plants that generate around
  507. 37,000 megawatts of power will close in the next 10
  508. years. One megawatt can provide electricity to up to
  509. about 1,000 homes.
  510.  
  511. Awfully Expensive Electricity
  512.  
  513.  Those plants will be closing at a time when demand for
  514. electricity is increasing. That will force utilities to
  515. build power plants that burn other fuels such as natural
  516. gas. It will add additional cost to electricity rates at
  517. a time when the rates are already going up dramatically.
  518.  
  519.  �It could get awfully expensive,� Daniel Simmons of the
  520. Institute for Energy Research told World Net Daily. �Some
  521. people might see their electricity rates double. If there�s
  522. no backup power plants, that means electricity is going to
  523. get awfully expensive when you have shortages around the
  524. country.
  525.  
  526. Another Obama Plan To Raise Your Electric Bill
  527.  
  528.  �We�re talking about dramatically increasing the cost of
  529. electricity all to reduce carbon dioxide emissions. I
  530. think that is the real goal,� Simmons said.
  531.  
  532.  Another Obama administration plan to reduce greenhouse
  533. emissions, Carbon Capture and Sequestration, or CSS technology,
  534. could raise electricity costs even more, Simmons predicted.
  535. He noted that a an experimental CSS power plant in the
  536. United States will cost an estimated $4.3 billion to build
  537. and the EPA doesn�t know if the technology would work.
  538.  
  539.  �The technology is awfully expensive because it hasn�t
  540. been tried anywhere, and that�s to try to capture the
  541. carbon dioxide as it comes out after they burn the coal.�
  542. Simmons said of CSS.
  543.  
  544.  CSS involves the use of filters to divert carbon emissions
  545. from the air � and every taxpaying American will pay. The
  546. CSS plants under construction will require $300 million in
  547. taxpayer subsidies.
  548.  
  549.  US Senator Joe Manchin of West Virginia has been critical
  550. of the Obama administration�s policy on coal.

  574. The New Yorker that his plan to lower US carbon dioxide
  575. emissions by banning new coal plants would do little to
  576. curb global warming since developing countries like
  577. China and India will still use coal power.

  579.  The Obama administration published its proposed
  580. carbon dioxide emissions limits for new coal plants
  581. which would effectively ban coal power. That is,
  582. unless they use commercially unproven carbon capture
  583. and storage (CCS) technologies. Tighter emission
  584. controls for coal plants are part of Obama�s plan
  585. to fight global warming.

  587.  Critics of the administration argue that banning
  588. coal plants won�t curb global warming because
  589. developing countries continue to build coal plants,
  590. frustrating US efforts to lower global carbon emissions.
  591. Obama conceded that fact, but argued that limiting
  592. emissions here will only help the US because other
  593. countries will come to us for the technology once
  594. we�ve developed it.

  596.  �And so if we can figure out a carbon-capture mechanism
  597. that is sufficiently advanced and works, then we are
  598. helping ourselves, because the Chinese and the Indians
  599. are going to build some coal plants, and even if we
  600. don�t build another coal plant in this country, there
  601. are going to be a lot of coal plants around the world
  602. that are built,� Obama told the New Yorker.

  604.  �And we have a huge investment in trying to figure
  605. out how we can help them do it more cleanly,� he added.

  607.  Obama hopes that by requiring new US coal plants to
  608. use CCS technologies, the country could become a world
  609. leader and export the technology abroad when other
  610. nations can afford it. If the US doesn�t lead, Obama
  611. argues, other countries will not follow.

  613.  �And it�s not sufficient for us to just tell them to
  614. stop,� Obama said. �We�re going to have to give them
  615. some help. We�re going to have to take some of our
  616. research and development on things like clean-coal
  617. technology and be able to export it to them or license
  618. it to them� There�s going to be a process where we
  619. help them leapfrog some of the development stages
  620. that we went through.�

  622.  �This is why I�m putting a big priority on our carbon
  623. action plan here. It�s not because I�m ignorant of the
  624. fact that these emerging countries are going to be a
  625. bigger problem than us,� Obama added. �It�s because
  626. it�s very hard for me to get in that conversation if
  627. we�re making no effort. And it�s not an answer for us
  628. to say, �Well, since the Chinese and the Indians are
  629. the bigger problem, we might as well not even bother.��

  631.  Indeed, countries like China and India are set to
  632. ramp up their coal use dramatically. The World Resource
  633. Institute reports that 76 percent of the proposed
  634. coal-fired capacity is in India and China � nearly
  635. 1,200 coal plants have been proposed globally, totaling
  636. more than 1.4 million megawatts of power.

  638.  The Chinese greenlit 100 million metric tons of new
  639. coal production capacity last year as part of the
  640. government�s plan to bring 860 million metric tons
  641. of coal production online by 2015.
  642.  
  643.  The US coal industry, however, says CCS is not yet
  644. proven technology as there are no commercial-scale
  645. coal plants in the country that uses the technology.
  646. In fact, when the Environmental Protection Agency
  647. wrote its rule limiting coal plant emissions it only
  648. cited CCS projects that were government funded and
  649. not in operation.

  651.  �It is disingenuous to state that the technology is
  652. �ready,�� said Charles McConnell, former assistant
  653. secretary of energy in Obama. �Studies have verified
  654. that implementation of [CSS] technology is necessary
  655. to comply with EPA�s proposed [EPA carbon-emissions
  656. limits] regulation and meet the [greenhouse gas]
  657. targets necessary for limiting CO2 emissions to our
  658. atmosphere.�

  660.  �However, commercial [CSS] technology currently is
  661. not available to meet EPA�s proposed rule. The cost
  662. of current CO2 capture technology is much too high
  663. to be commercially viable,� said McConnell, who now
  664. serves as the executive director of the Energy &

  814. your analog meter, though writing a well-written

  817.  Joshua Hart said on his website: �This is the first
  818. disconnect by PSREC for failure to pay �opt out� fees.
  819. No one in PG&E/ SCE/ SDG&E areas of California have
  820. been disconnected solely for refusal to pay �opt out�
  821. fees, and thousands have been ignoring toothless
  822. disconnect warnings and deducting the fees from their
  823. bill every month.  Why are utilities going to such
  824. lengths to silence critics of their smart meter
  825. policies?�

  827.  So-called �smart� meters are not UL approved and have
  828. never been safety-tested.  But according to grid
  829. engineering firms such as Raab Associates they are
  830. part of a technology roadmap which includes �mining
  831. data for intel� purposes, and �data mining and
  832. analytics� becoming core competency. What�s perhaps
  833. even more troubling is the connection between �smart�
  834. meters and military R&D funding.

  836.  Thank goodness that huge numbers of people are
  837. realizing that, yes, our government is so corrupt,
  838. they would actually do deploy such technology upon
  839. their own people.  Nipping the cognitive dissonance
  840. squarely in the bud is the starting point for things
  841. to change for the better.

  873. and comes after an EPA report in January found
  874. large-scale mining in the Bristol Bay watershed posed
  875. significant risk to salmon and could adversely affect
  876. Alaska Natives in the region, whose culture is built

  879.  The gestapo will now examine whether to block or
  880. otherwise restrict the mine project. But that decision
  881. alone promises to significantly delay the project;
  882. whether the EPA decides to bar construction entirely
  883. remains to be seen.

  886. the proposed Pebble Mine have feared. Backers have
  887. claimed the project could yield more than 100 million
  888. ounces of gold, 80 billion pounds of copper and other

  891. assure the EPA the mine would not cause ecological
  892. damage.
