  149. fluorescent light bulbs are considered the norm.
  150. The incandescent light bulbs use more power, but
  151. they are also warmer and serve an important role
  152. inside incubators.

  154.  �As the light bulb is on, it will obviously warm
  155. things up and then the setting will turn it off to
  156. keep the right temperature,� explained Mireille
  157. Goguen, who works at the centre.

  159.  She said they were caught off-guard by the bulb
  160. ban and they are already running short on
  161. incandescent bulbs. Now they are asking people
  162. to donate 100-watt bulbs.
  163.  
  164.  �(We will take) as many as possible. If people
  165. have them hanging around we will take them or if
  166. they want to buy them for us it would be much
  167. appreciated,� said Goguen.

  169.  Donations can be dropped off at the centre,
  170. which is located on Moodie Drive in the city�s

  179. Wednesday to call on the San Diego City Council to
  180. abandon the plan to remove plastic bags from local

  184. of the Neighborhood Market Association, held a press
  185. conference in front of Rainbow Market on Federal
  186. Boulevard in which they called the proposed ban a
  187. tax scam that will negatively impact working-class
  188. San Diegans.

  190.  �This is a terrible plan. It�s terrible because
  191. the solution is worse than the so-called problem,�
  192. said Arabo. �It�s a classic case of politicians
  193. attempting to do something for the environment,
  194. in part to appease some environmental groups,
  195. without seeing the bigger picture.�
  196.  
  197.  The proposed ban would remove plastic bags from
  198. stores while imposing a paper bag tax on customers.
  199. Shoppers would be charged 10 cents for each paper
  200. bag they might need at a store.
  201.  
  202.  �This ban will have reaching ramifications. It�ll
  203. cost taxpayers � mothers, fathers and brothers �
  204. more money when they go shopping for groceries,�
  205. said Arabo.
  206.  
  207.  Though the ban is designed to reduce waste and
  208. help the environment, Arabo argued that plastic
  209. bags only make up one-third of one percent of
  210. the waste stream.
  211.  
  212.  On the other end of the plastic bag ban debate,
  213. Sherri Lightner, San Diego City Council President
  214. Pro Tem, District 1, supports the proposed ban.

  221.  The state mandates water-saving toilets and showers
  222. in all homes, but obviously didn�t think long about
  223. how to achieve that.

  225.  First the city of Chico had the ban on nuclear weapons,
  226. then wood-burning stoves, then plastic bags. Now
  227. comes a ban on high-flow toilets. And if you think
  228. the city can�t enforce that, then you haven�t met
  229. the toilet police.
  230.  
  231.  OK, so the title �Toilet Police� probably doesn�t
  232. appear on any city worker�s business card, but
  233. that�s what they are.
  234.  
  235.  But let�s not blame city building inspectors for
  236. an odd law � or even the Chico City Council. For
  237. once, this ridiculous save-the-world concept doesn�t
  238. come from the council, but rather from the busybodies
  239. in the state Legislature. They passed a law that took
  240. effect Jan. 1 that requires water-conserving plumbing
  241. fixtures on any home built before 1994.
  242.  
  243.  How will that be enforced? Well, if a property has
  244. any work done that requires a building permit from
  245. a city or county, that entity�s inspector must verify
  246. that the home has low-flow toilets, showers and faucets.
  247.  
  248.  To make it even more disturbing, the low-flow
  249. inspection doesn�t occur if you�re getting plumbing
  250. work. It occurs if you�re getting any work that requires
  251. a building permit, such as getting a new heater, new
  252. windows or converting a garage into a den. Uh, maybe.
  253.  
  254.  So under the letter of the law, if a homeowner buys
  255. a new water heater or fireplace insert for a couple
  256. hundred dollars, he or she might spend considerably
  257. more than that converting all toilets, faucets and
  258. showerheads to low-flow devices.
  259.  
  260.  City and county building inspectors don�t want to be
  261. toilet police. We can�t imagine them wanting to spend
  262. time checking a person�s toilet when they�re there
  263. to check an air conditioner. They�re taking a loose
  264. interpretation of the law for now, and won�t inspect
  265. toilets during projects like repairs and maintenance
  266. that don�t involve plumbing.
  267.  
  268.  But there�s no guarantee the state, which passed
  269. the law, won�t require cities and counties to enforce
  270. a strict interpretation.
  271.  
  272.  With all the uncertainty, it entices a homeowner to
  273. ignore the government requirement to get a building
  274. permit for minor home improvement projects.
  275.  
  276.  Governments should be concerned if fewer people take
  277. out building permits. It means less revenue for
  278. cash-strapped local governments.
  279.  
  280.  The building industry is concerned that residents
  281. may put off rebuilding and home improvement projects
  282. because they would include this unwanted expense.
  283. With the building industry and contractors finally
  284. showing signs of recovery from the recession, we
  285. don�t want to see new obstacles.
  286.  
  287.  Once again the state passes a goofy law without
  288. thinking about the consequences, since somebody else
  289. has to enforce it. The city and county building
  290. departments urge residents not to be scared off by
  291. the new laws, to call and ask questions. It seems
  292. they are like the rest of us, trying to figure out
  293. how long they can ignore the fools in Sacramento
  294. before they get caught.

  300. Home Energy Scoring Tool - is like a vehicle�s
  301. mile-per-gallon rating because it allows government
  302. to compare the energy performance of individual homes
  303. to other homes nationwide. It also provides homeowners
  304. with suggestions (or mandates, in the near future)
  305. for �improving their homes� efficiency.�

  307.  The software is part of the government�s effort
  308. to reduce the nation�s energy consumption; but it�s
  309. also billed as a way to keep home-retrofitting going,
  310. at a time when stimulus funds for weather-proofing
  311. have run out - you see, the federated fascists care
  312. more about spying on our energy consumption rather
  313. than providing weather-proof options for our homes.

  321. Plan to Bulldoze Households for Corporate Projects

  326. fathers fought against. Straight from the UN Agenda
  327. 21�s playbook, SB1 will give power to a county to
  328. form a �Sustainable Communities Investment Authority�
  329. (SCIA). These Authorities have the power of eminent
  330. domain and can confiscate private property to build
  331. �sustainable communities.� The bill essentially paves
  332. the way for the loss of any true private property in
  333. California, resulting in the loss of freedom and
  334. driving down home values. If the Senate passes the
  335. modified bill, only Governor Jerry Brown (D � CA)
  336. will stand in its way of becoming law.

  338.  This means that city and county governments can
  339. create unelected bureaucracies with the power to do
  340. what�s necessary to create �sustainable communities.�
  341. It also means that the definition of �blight� will
  342. change from the original definition of abandoned
  343. and decaying buildings on residential lots to a
  344. much wider definition including anything the
  345. bureaucracies need to create sustainable communities.
  346.  
  347.  Not only would the government be able to use eminent
  348. domain to procure land for public transportation,
  349. it could take private homes within half a mile of
  350. that public transportation in the name of creating
  351. a sustainable community. A private home is not
  352. really private if it could be taken at any time
  353. to create low income, low energy housing.
  354.  
  355.  According to Lawrence J. McQuillan, �each Authority
  356. will be granted powers to build �Sustainable Communities�
  357. means jamming people into dense, urban centers using
  358. high-density residential housing and high-intensity
  359. retail and commercial buildings near mass transit
  360. corridors. To that end, SB 1 will grant each
  361. Authority unprecedented powers.�
  362.  
  363.  Eminent domain has gradually grown to be one of the
  364. most oppressive government policies. Since the
  365. SCOTUS� decision in Kelo v. City of New London,
  366. eminent domain continues to be the enemy of property
  367. owners. Homeowners have lost their homes to private
  368. development projects. People have been paid less for
  369. their land than they originally paid for it. Businesses
  370. have even been forced to sell their buildings to
  371. corporations. It has become perhaps the most clearly
  372. identifiable example of crony capitalism and corruption
  373. in the country. The government has failed to protect
  374. citizen�s natural rights: protecting life, liberty,
  375. and property.

  377.  In 2011, citizens voiced outrage over the ideas
  378. presented by activists, environmentalists and
  379. private developers. Property owners are worried
  380. that Senate Bill 1 will pass and the threat of
  381. increased taxes and possible property confiscation
  382. will become a reality in California.

  399.  History is in the making today as the Obama regime
  400. has announced, for the first time ever, new regulations
  401. for medium- and heavy-duty trucks regarding both fuel
  402. economy requirements and emissions standards.
  403.  
  404.  The new standards are the result of a mandate first
  405. set in motion in 2007 by Congress, and later by an
  406. Executive Order issued by President Obama in May of
  407. last year. The regulations will apply to medium and
  408. heavy-duty trucks built in 2014 through 2018, aimed
  409. at reducing annual national fuel consumption by 530
  410. million barrels.
  411.  
  412.  The new regulations will be aimed at one of three
  413. specific subsets of trucks: combination tractors
  414. (commonly referred to as semi-trucks), heavy-duty
  415. pickup trucks and vans and vocational vehicles.
  416.  
  417.  Each category will have its own regulations, but
  418. the end goal is to reduce fuel consumption by as
  419. much as 20 percent by 2018, which is the case for
  420. semi-trucks.
  421.  
  422.  The category that will affect more than just freight
  423. companies and large business owners, heavy-duty trucks
  424. and vans, will require about a 15 percent improvement
  425. in required fuel economy, although standards will be
  426. unique based on fuel type.

  428.  Vocational trucks, or delivery trucks, garbage trucks
  429. and buses, will be mandated to reduce fuel consumption
  430. by about 10 percent by 2018.

  448.  If that wasn�t bad enough, some observers think the
  449. regulations could double electricity rates for average
  450. households. The rates would increase because utilities
  451. would have to pass the cost onto ratepayers of replacing
  452. coal burning power plants or modernizing them to comply
  453. with the regulations.

  455.  The EPA rules � Carbon Pollution Standards for New Power
  456. Plants � are part of Obama�s plan to reduce greenhouse
  457. gas emissions which the agency says contribute to global
  458. warming.

  460. Obama Admitted Plan Would Raise Electricity Rates
  461.  
  462.  There is some evidence that President Obama has a
  463. deliberate strategy of increasing electricity rates and
  464. destroying the coal industry.
  465.  
  466.  �Under my plan of a cap-and-trade system, electricity
  467. rates would necessarily skyrocket,� Obama told the editorial
  468. board of The San Francisco Chronicle in 2008. �Even
  469. regardless of what I say about whether coal is good or
  470. bad. Because I�m capping greenhouse gases, coal power
  471. plants, you know, natural gas, you name it � whatever
  472. the plants were, whatever the industry was, they would
  473. have to, retrofit their operations. That will cost money.
  474. They will pass that money on to consumers.�
  475.  
  476.  �So if somebody wants to build a coal-powered plant,
  477. they can; it�s just that it will bankrupt them,� Obama
  478. said, �because they�re going to be charged a huge sum for
  479. all that greenhouse gas that�s being emitted.�
  480.  
  481.  Obama�s prediction about coal plants have been proven
  482. true. As Off The Grid News previously reported, in October
  483. 2013, FirstEnergy Corp announced that it would shut down
  484. two coal-fired powered plants in Pennsylvania because it
  485. said the cost of complying with EPA regulations was too high.
  486.  
  487.  Reuters estimated that coal-burning power plants capable
  488. of generating 15,000 megawatts of electricity have shut
  489. down since Obama took office in 2009. The news service
  490. also estimates that power plants that generate around
  491. 37,000 megawatts of power will close in the next 10
  492. years. One megawatt can provide electricity to up to
  493. about 1,000 homes.
  494.  
  495. Awfully Expensive Electricity
  496.  
  497.  Those plants will be closing at a time when demand for
  498. electricity is increasing. That will force utilities to
  499. build power plants that burn other fuels such as natural
  500. gas. It will add additional cost to electricity rates at
  501. a time when the rates are already going up dramatically.
  502.  
  503.  �It could get awfully expensive,� Daniel Simmons of the
  504. Institute for Energy Research told World Net Daily. �Some
  505. people might see their electricity rates double. If there�s
  506. no backup power plants, that means electricity is going to
  507. get awfully expensive when you have shortages around the
  508. country.
  509.  
  510. Another Obama Plan To Raise Your Electric Bill
  511.  
  512.  �We�re talking about dramatically increasing the cost of
  513. electricity all to reduce carbon dioxide emissions. I
  514. think that is the real goal,� Simmons said.
  515.  
  516.  Another Obama administration plan to reduce greenhouse
  517. emissions, Carbon Capture and Sequestration, or CSS technology,
  518. could raise electricity costs even more, Simmons predicted.
  519. He noted that a an experimental CSS power plant in the
  520. United States will cost an estimated $4.3 billion to build
  521. and the EPA doesn�t know if the technology would work.
  522.  
  523.  �The technology is awfully expensive because it hasn�t
  524. been tried anywhere, and that�s to try to capture the
  525. carbon dioxide as it comes out after they burn the coal.�
  526. Simmons said of CSS.
  527.  
  528.  CSS involves the use of filters to divert carbon emissions
  529. from the air � and every taxpaying American will pay. The
  530. CSS plants under construction will require $300 million in
  531. taxpayer subsidies.

  533.  US Senator Joe Manchin of West Virginia has been critical
  534. of the Obama administration�s policy on coal.
  535.  
  536.  �This Administration is trying to hold the coal industry
  537. to impossible standards,� Manchin said. �Never before has
  538. the federal government forced an industry to do something
  539. that is technologically impossible. Forcing coal to meet
  540. nearly the same emissions standards as gas when experts
  541. know that the required technology is not operational on
  542. a commercial scale makes absolutely no sense and will have
  543. devastating impacts to the coal industry and our economy.�

  557.  President Barack Obama admitted in an interview with
  558. The New Yorker that his plan to lower US carbon dioxide
  559. emissions by banning new coal plants would do little to
  560. curb global warming since developing countries like
  561. China and India will still use coal power.

  563.  The Obama administration published its proposed
  564. carbon dioxide emissions limits for new coal plants
  565. which would effectively ban coal power. That is,
  566. unless they use commercially unproven carbon capture
  567. and storage (CCS) technologies. Tighter emission
  568. controls for coal plants are part of Obama�s plan
  569. to fight global warming.
  570.  
  571.  Critics of the administration argue that banning
  572. coal plants won�t curb global warming because
  573. developing countries continue to build coal plants,
  574. frustrating US efforts to lower global carbon emissions.
  575. Obama conceded that fact, but argued that limiting
  576. emissions here will only help the US because other
  577. countries will come to us for the technology once
  578. we�ve developed it.
  579.  
  580.  �And so if we can figure out a carbon-capture mechanism
  581. that is sufficiently advanced and works, then we are
  582. helping ourselves, because the Chinese and the Indians
  583. are going to build some coal plants, and even if we
  584. don�t build another coal plant in this country, there
  585. are going to be a lot of coal plants around the world
  586. that are built,� Obama told the New Yorker.
  587.  
  588.  �And we have a huge investment in trying to figure
  589. out how we can help them do it more cleanly,� he added.
  590.  
  591.  Obama hopes that by requiring new US coal plants to
  592. use CCS technologies, the country could become a world
  593. leader and export the technology abroad when other
  594. nations can afford it. If the US doesn�t lead, Obama
  595. argues, other countries will not follow.
  596.  
  597.  �And it�s not sufficient for us to just tell them to
  598. stop,� Obama said. �We�re going to have to give them
  599. some help. We�re going to have to take some of our
  600. research and development on things like clean-coal
  601. technology and be able to export it to them or license
  602. it to them� There�s going to be a process where we
  603. help them leapfrog some of the development stages
  604. that we went through.�
  605.  
  606.  �This is why I�m putting a big priority on our carbon
  607. action plan here. It�s not because I�m ignorant of the
  608. fact that these emerging countries are going to be a
  609. bigger problem than us,� Obama added. �It�s because
  610. it�s very hard for me to get in that conversation if
  611. we�re making no effort. And it�s not an answer for us
  612. to say, �Well, since the Chinese and the Indians are
  613. the bigger problem, we might as well not even bother.��

  615.  Indeed, countries like China and India are set to
  616. ramp up their coal use dramatically. The World Resource
  617. Institute reports that 76 percent of the proposed
  618. coal-fired capacity is in India and China � nearly
  619. 1,200 coal plants have been proposed globally, totaling
  620. more than 1.4 million megawatts of power.

  622.  The Chinese greenlit 100 million metric tons of new
  623. coal production capacity last year as part of the
  624. government�s plan to bring 860 million metric tons
  625. of coal production online by 2015.
  626.  
  627.  The US coal industry, however, says CCS is not yet
  628. proven technology as there are no commercial-scale
  629. coal plants in the country that uses the technology.
  630. In fact, when the Environmental Protection Agency
  631. wrote its rule limiting coal plant emissions it only
  632. cited CCS projects that were government funded and
  633. not in operation.

  635.  �It is disingenuous to state that the technology is
  636. �ready,�� said Charles McConnell, former assistant
  637. secretary of energy in Obama. �Studies have verified
  638. that implementation of [CSS] technology is necessary
  639. to comply with EPA�s proposed [EPA carbon-emissions
  640. limits] regulation and meet the [greenhouse gas]
  641. targets necessary for limiting CO2 emissions to our
  642. atmosphere.�

  644.  �However, commercial [CSS] technology currently is
  645. not available to meet EPA�s proposed rule. The cost
  646. of current CO2 capture technology is much too high
  647. to be commercially viable,� said McConnell, who now
  648. serves as the executive director of the Energy &
  649. Environment Initiative at Rice University.

  793. for the insolence of exercising constitutional and
  794. human right. (There are many ways to retain your right
  795. and not pay a fee or penalty for doing so � we have
  796. written about one such method here. Under no
  797. circumstances are you obligated to pay a fee to keep
  798. your analog meter, though writing a well-written
  799. notice via registered mail is often required.)

  801.  Joshua Hart said on his website: �This is the first
  802. disconnect by PSREC for failure to pay �opt out� fees.
  803. No one in PG&E/ SCE/ SDG&E areas of California have
  804. been disconnected solely for refusal to pay �opt out�
  805. fees, and thousands have been ignoring toothless
  806. disconnect warnings and deducting the fees from their
  807. bill every month.  Why are utilities going to such
  808. lengths to silence critics of their smart meter
  809. policies?�
  810.  
  811.  So-called �smart� meters are not UL approved and have
  812. never been safety-tested.  But according to grid
  813. engineering firms such as Raab Associates they are
  814. part of a technology roadmap which includes �mining
  815. data for intel� purposes, and �data mining and
  816. analytics� becoming core competency. What�s perhaps
  817. even more troubling is the connection between �smart�
  818. meters and military R&D funding.
  819.  
  820.  Thank goodness that huge numbers of people are
  821. realizing that, yes, our government is so corrupt,
  822. they would actually do deploy such technology upon
  823. their own people.  Nipping the cognitive dissonance
  824. squarely in the bud is the starting point for things
  825. to change for the better.

  827.  Of government/corporatist/utility desire to maintain
  828. domination over their awakening customers, when
  829. pondering the latest PR stunts, the word �desperation�
  830. doth cometh to mind.

  834. you have to wonder how much he got paid off to
  835. disconnect, photograph and stalk Joshua Hart and
  836. his family.  In an absurd demonstration of doublespeak

  838. whose electricity he illegally disconnected of being
